In its ruling, the Board found that Robert J. Carter’s behavior was “unbecoming" a teacher and warranted a “severe penalty."

The Board ordered for both Carter’s teacher of elementary school certificate and school certificate of eligibility to be revoked.

Carter had previously been dismissed from his tenured teaching position as a result of "unbecoming conduct," the document states.

In addition to the porn incident, a state arbitrator previously found that Carter had: pushed a student; thrown a chair in class; roughly grabbed a student’s shirt; and called a student “your fat self,” according to the Board's ruling.
