Police also arrested a woman who they said was waiting for him behind the wheel of a getaway car.
Officers alerted by a township employee to a trespasser Friday at the Police Firearms Training Facility found Michael Pelissier, 43, of Ridgefield walking along the edge of a Saddle River County Park, carrying the "heavily weighted" bag, Detective Sgt. James DePreta said.
"A second bag was located within the firing range, loaded with several hundred additional casings, prepared to be stolen," he said.
Waiting in a vehicle nearby was an alleged accomplice, 42-year-old Stacy Wing, also of Ridgefield, DePreta said.
A search of the vehicle turned up burglary tools and additional power equipment believed to be stolen, he said.
A judge ordered Pelissier held on $9,500 bail and Wing on $7,500 in the Bergen County Jail.
Pelissier was hospitalized in January 2015 after Paramus police said he ate 30 bags of heroin while being chased for stealing copper wire from a Route 17 AT&T storage lot while driving a stolen pickup truck.
