The needle was still in the victim's arm when he was found at the closed site, where a new Starbucks is being built, at Franklin Avenue and Oak Street, a law enforcement official said.

Authorities were trying to positively identify the man, who responders said was about 40 years old and was carrying what may have been false identification from New York State.

He "was not connected to the construction site but just randomly wandered in," Police Chief Jacqueline Luthcke told Daily Voice.

The area was initially treated as a crime scene, with local and county law enforcement agencies responding.
